Councillor V. Siva left the meeting before consideration of this item and Councillor S.M. Doran re-joined the meeting for this item.

 

The Council considered the recommendation of the Council in relation to the Capital monitoring report for quarter 2.

 

Councillor L.E. Nichols had previously indicated that he wished to raise a question in relation to the virement to individual Development Projects that may require the disclosure of exempt information and accordingly the recommendation was considered under Part 2.

 

The Leader advised that a detailed response to Councillor Nichol’s questions would be sent to all councillors after the meeting.

Resolved that Council:

1.         approves a Supplementary Capital Estimate of £40,000 for a replacement minibus to be funded from Revenue Reserves; and

 

2.         agrees that the amount of £15,730,000 be allocated by virement from Future Development Projects to the individual Development Projects in 2020/21.

Cabinet considered a report on the Capital Programme 2020-2025, the current level of spend in 2020/21 and the estimated Capital Outturn.

 

Resolved to:

1.    note the current level of capital spend;

2.    recommend to Council the approval of a Supplementary Capital Estimate of £40,000 for a replacement minibus to be funded from Revenue Reserves; and

3.    recommend to Council that the amount of £15,730,000 is allocated by virement from Future Development Projects to the individual Development Projects in 2020/21.

Appendix G to this report contains exempt information within the meaning of Part 1 of Schedule 12A to the Local Government Act 1972, as amended by the Local Government (Access to Information) Act 1985 and by the Local Government (Access to information) (Variation) Order 2006 Paragraph 3 – Information relating to the financial or business affairs of any particular person (including the authority holding that information) and in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information because disclosure to the public would prejudice the bidding process for capital schemes as potential contractors would know the current budget set aside in the capital programme.

Councillor I.T.E. Harvey left the meeting prior to the start of this item.

 

The Interim Chief Accountant presented the report on the Capital spend for the period ending September 2020.

 

He advised that since the report was written the Council had agreed further funding for the Leisure Centre project to make it Passivhaus. This funding was would be reflected in the next monitoring report.

 

Resolved to note the current level of capital spend.
