Council also considered a recommendation from the Licensing Committee to adopt the Statement of Licensing Policy 2019-2024.  The proposed policy included changes to statutory guidance since the policy was last reviewed and proposed amendments as a result of consultation responses received.

 

Resolved to approve the adoption of the Statement of Licensing Policy 2019-24.

Licensing Act Policy - Key Decision

To consider the responses to consultation on the draft Statement of Licensing Policy 2019-2024, which closes on 29 November 2018, and make a recommendation to Council.

The Principal Licensing Manager advised that the draft Statement of Licensing Policy 2019 - 2024, had undergone a 4 week consultation with relevant stakeholders and interested parties.

The previous Policy had been updated to reflect changes to statutory guidance since the Policy was last reviewed, particularly in relation to the Immigration Act 2016.  The revised Policy also included guidance to applicants for premises where large groups of people would gather, including for major festivals.

The Committee considered a summary of the consultation responses and proposed amendments, to be incorporated in the Policy.

Resolved to recommend that Council approves the adoption of the Statement of Licensing Policy 2019-2024.

The Principal Licensing Officer informed the Committee that the Licensing Act 2003 required the Council to prepare and publish a Statement of Licensing Policy every five years.

 

He highlighted the key amendments made to the Policy including those which reflected changes to legislation since the Policy was last reviewed in light of the Immigration Act 2016.  

 

Members asked what the Licensing Authority could do to notify local residents if a major festival was planned to take place in the Borough. The Chairman    offered to ensure that the Council inform local Residents’ Associations if an application for a major festival is received.

 

Resolved to approve the revised Statement of Licensing Policy 2019 – 2024 for consultation.
