Adoption of Gambling Act Policy 2016-2019 To consider the recommendation for adoption of the Gambling Act Policy 2016 – 2019, following consultation. Additional documents:
Minutes: The Licensing Manager presented her report on the adoption of the Gambling Act Policy 2016 – 2019, following a 12 week consultation. She explained that the Gambling Act 2005 required all licensing authorities to prepare and publish a Statement of Gambling Policy which will last a maximum of three years. The review of the policy must include a consultation exercise.
She informed the Committee that the main changes from the previous Policy related to revisions detailed in the 5th edition of the Gambling Commission Guidance, to which Licensing Authorities must have regard. The Policy now included a Local Area Profile and a requirement for new applicants for betting premises to submit risk assessments.
She advised that the consultation had attracted four responses: one from a betting operator, one from an organisation representing racecourses, one from a member of the public and one from Gosschalks Solicitors, acting for the Association of British Bookmakers. A summary of the consultation responses and proposed amendments was attached to the report.
Resolved to recommend Cabinet that the revised Statement of Gambling Policy 2016-2019 be recommended to Council for adoption. |
