Council considered a recommendation from the Licensing Committee to approve the adoption of the Statement of Gambling Policy 2019-2022. The revised policy reflected changes to statutory guidance and codes of practice issued by the Gambling Commission since the current policy came into effect in 2016. It also included proposed amendments following consultation responses received.
Resolved to approve the adoption of the Statement of Gambling Policy 2019-22.
Gambling Act Policy - Key Decision
To consider the responses to consultation on the draft Statement of Gambling Policy 2019-2022, which closes on 29 November 2018, and make a recommendation to Council.

The Principal Licensing Manager advised that the draft Statement of Gambling Policy 2019 - 2022, had undergone a 4 week consultation with relevant stakeholders and interested parties.
The main changes from the previous Policy reflected changes to statutory guidance and codes of practice issued by the Gambling Commission since the current policy came into effect in 2016. The Policy now clarified the issues that Council officers may cover during compliance visits to Premises, included information about reviewing a premises licence and a wider requirement for risk assessments at betting premises.
The Committee considered a summary of the consultation responses and proposed amendments to be incorporated in the Policy.
Resolved to recommend that Council approves the adoption of the Statement of Gambling Policy 2019-2022.

The Principal Licensing Officer informed the Committee that the Council’s Statement of Gambling Policy had undergone its three year review and the revised version would be brought into effect by 31 January 2019.
He summarised the main changes to the Policy which reflected changes to statutory guidance and codes of practice issued by the Gambling Commission since the current policy came into effect in 2016.
In response to questions from members of the Committee, the Principal Licensing Officer clarified that online gambling was regulated by the Gambling Commission and the Licensing Authority had no involvement.
Resolved to approve the revised Statement of Gambling Policy 2019 – 2022 for consultation.
