The Principal Licensing Officer informed the Committee that the Council’s Statement of Gambling Policy had undergone its three year review and the revised version would be brought into effect by 31 January 2019.

 

He summarised the main changes to the Policy which reflected changes to statutory guidance and codes of practice issued by the Gambling Commission since the current policy came into effect in 2016.

 

In response to questions from members of the Committee, the Principal Licensing Officer clarified that online gambling was regulated by the Gambling Commission and the Licensing Authority had no involvement.

 

Resolved to approve the revised Statement of Gambling Policy 2019 – 2022 for consultation.

The Principal Licensing Officer informed the Committee that the Licensing Act 2003 required the Council to prepare and publish a Statement of Licensing Policy every five years.

 

He highlighted the key amendments made to the Policy including those which reflected changes to legislation since the Policy was last reviewed in light of the Immigration Act 2016.  

 

Members asked what the Licensing Authority could do to notify local residents if a major festival was planned to take place in the Borough. The Chairman    offered to ensure that the Council inform local Residents’ Associations if an application for a major festival is received.
