To consider and approve the minutes of the West Surrey Standards Committee held 02 September as a correct record of the meeting.

To consider and approve the minutes of the West Surrey Constitution Sub-Committee held on 17 September as a correct record of the meeting.

These draft minutes were considered and endorsed by the Constitution Working Group on 08 October 2026.

Committee is asked to agree the minutes of the Constitution Working Group meeting held 08 October 2026.

The Committee is to consider the proposed petition scheme to be included in the West Surrey Council’s Constitution, to be effective from Vesting Day.

The Committee is to consider the proposed change to the current Statutory Scrutiny Officer for the Shadow Authority following additional resource being provided to support the Overview and Scrutiny function during the shadow period.

The Committee is asked to consider the report and to recommend to the Shadow Authority that the revised Part 2 - Articles attached at Appendix 1, be included in the Constitution for West Surrey Council from Vesting Day.

The Committee is asked to consider the motion referred to it by the Shadow Authority.
