Reason for urgency: The offer to purchase the property was conditional on freeholders obtaining vacant possession of the Site. The freeholders were successful in removing all the occupiers quicker than anticipated and the Council had agreed to complete on the purchase within two weeks of the landholders obtaining vacant possession. The target date for completion of the purchase is now the 22 January 2016. It is therefore not possible to defer the decision until 28 days notice is given of a meeting being held in private, as this would be beyond the offer deadline. Anticipated restriction: Part exempt - view reasons Explanation of anticipated restriction: and in all circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information because, disclosure to the public would prejudice the financial position of the authority in the acquisition of the site by allowing other potential purchasers to know the Council’s offer to purchase the site. This in turn prejudices the community by (i) distorting the Council’s offer and (ii) removing the opportunity for the community to acquire the site through the Council for the social, environmental and economic benefit of the borough.
