Councillor B Spoor reported that he had visited both sites relating to applications 21/01801/FUL and 20/01555/FUL but had maintained an impartial role, had not expressed any views and had kept an open mind.

Ward Sunbury Common
Proposal Demolition of existing Sunbury Ex-Servicemen’s Association Club and redevelopment of site including the erection of two residential buildings of 5-storeys and 8-storeys comprising 47 flats with associated car parking, cycle storage, landscaping and other associated works.
Recommendation This application is recommended for approval subject to the prior completion of a Section 106 agreement.

Additional Information: Paragraph 7.2:- With reference to this paragraph, the Council’s Latest Draft Local Plan dated 2022-2037 no longer proposes the Ex-Servicemen site as a Site Allocation. This is because by the time the Local Plan is adopted, the site is already likely to be developed.
With regard to the Consultation section (paragraph 4.1), the following correction is to be made:-
Public Speaking:
In accordance with the Council’s procedure for speaking at meetings, Jay Patel spoke for the proposed development raising the following key points:
- The application accords with local, national planning policies and appropriate guidance. - The plans are believed to be the best and optimum development of this brownfield site. - The application provides 17 affordable homes and represents 51% of the new floor space created. - The revised scheme reflects positive engagement with the Council Officers. - The revised scheme addresses the concerns raised in respect of the previous application.
Debate: During the debate the following key issues were raised:
- Concerns over the first application had been addressed - Regret that a community hub had been lost within the area - Concerns about the width of Crossways as it is a busy, narrow road - The Highways Agency has no objections on highway safety grounds - Concerns over the possible rise in anti-social behaviour - The Crime Prevention Officer had been consulted and had no concerns. - A Section 106 Agreement would be in place to provide affordable housing within the development - Concerns about the effect on businesses within the surrounding area
It was proposed by Councillor N Gething and seconded by Councillor Bateson to approve the application
Decision: The application was approved as per the recommendation subject to the applicant first entering into a S106.

Unit 1 to be Class B8 use and Unit 2 to be for flexible use within Classes B2, B8 and/or light industrial (Class E). A revised junction layout (A316 slip lane) and associated parking, servicing, landscaping and access and infrastructure works.
Recommendation This application is recommended for approval subject to conditions, as set out in Section 8 of the report.

A late letter of representation on behalf of Costco has been received raising concerns on the revised access arrangements and highway safety. Costco suggest that the revised plans should be subject to a formal Road Safety Audit.
It is relevant that note that the revised access arrangements have gone through a formal Road Safety Audit with National Highways who is satisfied with the revisions.
