To confirm as a correct record the minutes of the Environment and Sustainability Committee meeting held on 18 June 2026.

To receive any disclosures of interest from councillors in accordance with the Council’s Code of Conduct for members.

The Chair, or their nominee, to answer any questions raised by members of the public in accordance with Standing Order 40.

At the time of publication of this agenda two questions were received (attached).

Committee is asked to:

1.    Consider the outcome of the public consultation on the proposed Multi-Use Games Area (MUGA) in Memorial Gardens, Staines-upon-Thames

2.    Agree that the current Memorial Gardens MUGA proposal should not progress in its present form and location, having considered the consultation outcome, site-specific issues, financial implications, legal considerations and deliverability matters; and

3.    Note that any future consideration of alternative recreation provision, alternative locations or lower-impact improvements would require a separate options report, funding route, consultation where appropriate, and relevant committee or successor authority approval.

The Committee resolved to

1.     Acknowledge the outcome of the public consultation on the proposed Multi-Use Games Area in Memorial Gardens, Staines-upon-Thames;

2.     Agree that the current Memorial Gardens Multi-Use Games Area proposal should not progress in its present form and location, having considered the consultation outcome, site-specific issues, financial implications, legal considerations and deliverability matters; and

3.     Note tht any future consideration of alternative recreation provision, alternative locations or lower-impact improvements would require a separate options report, funding route, consultation where appropriate, and relevant committee or successor authority approval.

Committee is asked to agree the updates to the Spelthorne Borough Council Emergency Plan.

The Committee resolved to agree the update to the Spelthorne Borough Council Emergency Plan.

Committee is asked to:

a.    Note the current overall assurance level for the Governance Assurance Area “Meeting the Council’s Zero Carbon Targets and Wider Environmental Responsibilities” included in the Council’s Governance Assurance Register

b.    Consider the key focus areas, concerns, and issues relating to this Governance Assurance Area, as outlined in the accompanying appendix.
